This web app shows the implicit weighting of the population (IWP) based on an estimated implicit national CO2 budget. More information about the IWP can be found here.
To determine the implicit national CO2 budget, this tool uses the actual emissions already published by EDGAR, the emissions target for 2030 and the year of emissions neutrality according to the NDC. Linear emission paths are assumed for years without actual emissions.
For the six major emitters, the relevant data from the NDCs is provided in the web app. Since the target for 2030 is not directly formulated in the respective NDCs for China and India, we offer to determine this target based on certain assumptions. For other countries, the required data (2030 target, year of emissions neutrality) can generally be obtained from the Climate Action Tracker (CAT).
Limitation: According to EDGAR, emissions from the use of fossil fuels and cement production are taken into account here, with the exception of international shipping and aviation (ISA). To put it simply, the emission targets in the NDCs are applied to these CO2 emissions, even though the emission targets sometimes refer to more greenhouse gas fractions.
A global CO2 budget is required to calculate the implicit weighting of the population. Due to the CO2 emission data used by EDGAR, CO2 emissions from international shipping and aviation (ISA) and from land use change (LUC) must be deducted from the remaining global CO2 budget.
